Yeh, you use a Video Filter called "Null Transform". It's easy.

1. Go to the menu, select "Video"
2. Select "Filters"
3. Click "Add"
4. Scroll down and select "Null Tranform", Click OK
5. Click "Cropping"
6. Move the video slider to a location where you can clearly see the top and bottom of the video.
7. Using the X & Y Offsets crop the video to the desired resolution

NP- If an error occurs in video encoding... check back here, you might have an incorrect video resolution, often by adding or taking away a single X or Y value, you'll fix it.

even if it was archived you would still be able to see it... looks like it was deleted completely. Maybe you didn't follow forum rules, was it general everyday type footage or was something special going on?
